Later, i had some stimulating discussion with my roomie on this topic. Well, on the face of it, its definetely inhuman and unsocial behaviour but point to make here is that all these clashes/crimes are hapenning at the low end of the pyramid (drivers/ labourers etc.) - where getting a full time meal is a struggle in ones life.. When it hits hard on the stomach, nobody cares for ethics and socialities. Survival becomes the prime motive of life. And the aggression builds up when u c an outsider coming and snatching your food.. this sentence might seem a bit too unreasonable.. Well, "outsider", i guess i can legally prove it..
Our govts are split into the state and central and we have separate state and central taxes. The native of a state has contributed immensely to the development of his state through his taxes and it becomes his right to taste the success of the development which also means better employment etc. You might want to argue that the private ownerships and businesses should not be brought into this fold. But tell me, isnt the state govts responsible for fostering the private development by giving various sops and investment incentives - all these are indirectly at the cost of the tax paying state people. So, it becomes a legal right for the localites to have a better edge than the "outsiders".
The political bias:
This issue also has a neat political angle. The netas want to garner the huge public (local) votebase by alienating the "outsiders" and creating scope for development of the localites.. And most of the "outsiders" hardly vote at the local residing constituencies. And rightly, why should the politician care about the people who dont even care to vote
Solution:
Ofcourse, violence isnt a solution.. no development can be achieved with violence (eg. Bihar, UP). But surely, the locals should have an edge over the outsiders. One good option is to levy some "outsider tax" (till some threshold time) to an extent where it becomes less reasonable for an outsider to take low level jobs. This way , it makes sure that the development of the state reaches the bottom of the pyramid to some extent. And the money garnered through this "outsider tax" should help fund training institutes/finishing schools for the localites to take up competitive positions in the industry.
